Recommendations

Reassess its FOIA response framework to determine how it can optimize its resource allocation to allow for more effective handling, discharge, and tracking of the FOIA requests in a manner that achieves compliance. The Commission should clearly and timely communicate to the public any adjustments to its public-facing framework for processing FOIA requests, including any changes to its FOIA Reference Guide and the designated roles that assist in supporting FOIA requests.

Deploy year-end control activities, such as subsequent payments testing procedures, to ensure that the Commission and GSA/USDA properly account for and record accruals.

The Independent Public Accounting team performed year-end subsequent disbursement testing and noted no exceptions in its subsequent disbursement testing. The Independent Public Accounting team determined the implementation was complete, and no further action was needed. Closed on 11/21/2024

Implement policies to enhance the Commission’s coordination with GSA/USDA to ensure that the year-end accruals are complete, and that GSA/USDA accurately records and reports the accruals.

The Independent Public Accounting team did not observe any missed accruals during the FY2024 year-end testing. The evidence provided is sufficient to support closure. Closed on 11/21/2024.
